Resource Centre for Indian Language Technology
Solution-Oriya (RC-ILTS-Oriya) is a Research and
Develpent (R & D) Centre for Language Technology
located at the Department of Computer Science and
Application, Utkal University .It undertakes R & D of
broad categories of varied and multiple Indian
languages and provides efficient technology solutions
for these languages and major focal disciplines R&D
include Intelligent Document Processing(OCR-Oriya),
Natural Language Processing(NLP) and Speech Processing
. The centre is one out of twelve other resource
centres established by MIT, Government of India.
The OCR system provides a reliable and efficient
technology for Oriya document image recognition and
understanding. The approaches made guarantees very
natural and humanistic art of pattern perception.
Under NLP section are Oriya Wordnet(OriNet),Trilingual
Dictionary, Spell and Grammar Checker , Morphological
analyzer which can help and facilitate 4 other areas
of NLP. The speech technology include both
text-to-speech(TTS) and Speech-to-text(STT). OCR
system integrated with TTS system and speech system
can jointly help blinds to hear the contents of a
document.

this matter. For effective implementation of RTI Act
2005 and eGov in ORISSA STATE needs RCILTS in DCSA,
Vanivihar, Utkal University, Bhubaneswar, to provide
all the support to LOCALIZATION of ORIYA.
We have visited your RCILTS website and have reviewed
the contents and Downloads that are on the website. We
want your help in making ORIYA language to be used in
all aspects of eGovernance and RTI Act. Can your
office help with this?
What is status of ORIYA Language development now
through RCILTS. What are the things your Department
has completed from the FUNDING from DIT/TDIL? PLEASE
WRITE TO US IN DETAIL.
We want you to give lessons and teach people how to
use the ORIYA Language.
Localization of Language is a must for all of these
NIC centers in ORISSA STATE.

Be patient. Answer to question. This is not an ABUSIVE email to you. I am asking for information from you as an RCILTS of ASSAME LANGUAGE.
I can complain to Central Information Commissioner of your email and they will do the needful. I never expected an email letter from you like this.
Citizen of INDIA has RIGHT to KNOW what is happenning. Your INSTITUTION is a PUBLIC AUTHORITY as per RIGHT to Information Act 2005. You did not respond to my previous emails.
WHY YOU GET AGITATED NOW ? We are asking what RCILTS have done in developing the LOCALIZATION of Languages.
If you had answered proerly in the first place for our emails, nothing would have happenned like this. YOU DID NOT DO IT, THAT IS WHY I NEEDED TO SEND EMAILS AFTER EMAILS. This is not abusive. YOU THOUGHT WE WILL FORGET ABOUT THIS RCILTS.
As long as your institution got funding from DIT, you better tells us what you have done with that funds? BY getting ANGRY, you are going to make life miserable for RCILTS. You think we will go away !!! NO chance.
Please provide all the information about your RCILTS. Please appoint PIO for your institution and let me know about that. Then I will ask that PIO to get information about RCILTS. This has to be done according to Right to INFORMATION Act 2005.

Please stop sending me these abusive mails making accusations left right and centre. Please visit the web sites to find out what has been done. Let me tell you we are all academics, and there has been no wrongdoing anywhere. Have we solved the problem of localisation? Of course not! It is a big issue and it will take years. Have we made some contributions? Yes we have. Could we have done more? Probably. It is very difficult to quantify goals and achievements in R&D work. Can we do more? Yes we can. We have applied for a second phase of funding, and we hope the Govt. of India provides the funds. "Whistle Blowers" like you will delay such funding. Are you trying to get part of the funding for some organisation you are involved with? I hope not.

You all must know the progress made by these FOURTEEN RCILTS Centers. You all know that each one of the Centeres got funded to the tune of 1 to 2 Crores. Some might be even more.
Conceived in the millennium year, The Resource Centre for Indian Language Technology Solutions, Indian Institute of T! echnology Guwahati, is one of fourteen such Centres, spread all over the country, set up to provide information in various Indian Languages in Electronic form and make them available in native languages aiding the dissemination of information to the larger masses.
Funded by The Ministry of Communications & Information Technology, Government of India, this Centre concentrates on hosting information in Assamese and Manipuri, the official languages of the North-East Indian states of Assam and Manipur.

Transiting from catch-up to competitive phase ICT
is the enabling technology for productivity
enhancement and socioeconomic development.
There is sprawling digital divide between nations
basically due to non-affordability of IT appliances
and non-availab! ility of requisite computing facility –
fonts and software tools – in local languages.
Conscious efforts are being made through UNESCO
in this direction. Certain nations have also initiated
their own programmes to develop information
processing tools and applications in their languages.
India has taken a major initiative towards ensuring
ICT in local languages for rapid socio-economic
development and participation of people at large.
With this backdrop, the national mission on
‘Technology Development for Indian Languages’
promoted development of basic information
processing tools and linguistic resources for Indian
languages through academic and government
supported R&D institutions spread over the country.
There are 22 officially recognized languages and 11
scripts in vogue in India. One script may be used for
more than one language. Hence, India is a unique
country with multilingual, multi-script environment.
Although with her talented manpower, India has
emerged as pioneer in Information Technology, with
the ability, to handle turnkey projects from abroad at
lower cost, higher accuracy and at faster pace.
However, purchasing power as compared to
developed nations such as USA is 1/15. In India
illiteracy persist at about 34.6% and literacy in
English is less than 5%. This necessitates support
for R&D in the focused areas to develop basic
information processing technologies and
consolidating and packaging them in user friendly
form and releasing them to the masses for free-use.
This will greatly promote people’s participation in
the process of using this technology and developing
innovative products and services.Besides, the activities towards preparing for knowledge based
society would be through the projects such as cross
lingual information access, mult! ilingual search,
voice-enabled query system, etc. Report on the
release of fonts and basic information processing
tools for Tamil and Hindi entails list of various tools
and linguistic resources being available for free use.
Similar releases will follow for other languages.
ELITEX-2005 showcased the multilingual products
and services under the theme “Grass root
applications using ICTâ€.
There is lot more in the open domain which needs to
be searched and integrated appropriately into user-friendly
tools/ products for free use in the multilingual environment.
UNESCO downloads covers the free downloadable software
on UNESCO website under different categories such as
Operating System, Digital Library, Development Tools,
Productivity Tools, Science, etc. Identification of such tools
and integrating them into user friendly products and services
for mass use in developing countries is desirable. Prof. R.K. Joshi,
highlights the issues about Font Designing and Font Technology
in the context of complex Indian scripts in great detail in the article
“Indian Language: Font Designing and Font Technologyâ€. The
article on “Smart Fonts†discusses various issues related
to smart font such as what is Smart Fonts, what are different
smart font formats, what is Graphite, why was Graphite developed,
how is Graphite different from OpenType and other complex
script technologies? “LaTex†tool is a powerful macro-based
text formatter written by Donald Knuth, and is popular in the
scientific community. LaTeX is the de facto standard for the
communication and publication of scientific documents. This
is in open domain and can be used for multilingual publication.
The article on “Digital Library of India†describes various
activities like digitization of books, manuscripts, magazines,
journals, etc., and development of Digital Library! tools like
Cross-lingual Information Access, Multilingual Crawler, Multimodal
Interface for physically challenged, Automatic search Indexing
tools, Multimodal authoring tools, Text summarization, Folk
songs search and retrieval techniques undertaken at different
centres like CDAC Kolkata, IGNCA Delhi, IIIT Hyderabad,
IIIT Allahabad is covered. Greenstone: a suite of software for
building and distributing fully-searchable, metadata-driven digital
library, digital library collections, and features of ABBYY FineReader 7.0
Professional Edition, optical character recognition (OCR) system,
with high-recognition accuracy and format retention facility are
also described. These basic technologies will enhance IT applications
in local languages and facilitate the country transit from catch-up
phase into competitive phase.--------------------------------------------------------------

Objectives
The major objectives of the Resource Centre for Indian Language Technology Solutions, Indian Institute Technology Guwahati, are to make available knowledge tools for North-Eastern languages, with particular emphasis on Assamese and Manipuri, and the development of technologies and products that would enable computer processing of the Assamese and Manipuri languages. Detailed information about the objectives, and achievements made so far follows.
To act as a repository of knowledge tools for Assamese and Manipuri.
A website for North–Eastern languages has been developed, which features classification of 60 out of 150 existing languages of the North–Eastern states. Geographic and demographic information is also available. A Linguistic map of North–Eastern India, where the size of the text is indicative of density of speakers has also been put up. Additionally , phonology and grammar of about 20 languages, with special emphasis on Assamese, online Assamese dictionary, Assamese fonts are also featured. Work on Manipuri dictionary is currently going on.
To develop the methodologies and tools for seamless integration of language processing tools with existing and evolving software development environment.
MS-Word support for Assamese has been developed. This technology uses the Inscript keyboard ,which is widely used., and can be used with Resource Centre for Indian Language Technology Solutions, Indian Institute Technology Guwahati custom Assamese fonts. The use of the Inscript keyboard layout will allow smooth migration from C-DAC to Microsoft technologies. Furthermore with all features of MS-Word available for use the overall editor becomes much more versatile. The same technology is to be used in conjunction with the Applet based dictionary search engine. The resource center intends to develop the same support for Manipuri, and if required, other Indian languages.
To network with other Resource Centres concerned with computer processing of Indian languages, organizations which can provide specialized knowledge, potential user agencies, and other interested educational institutions.
Currently the resource center has tie-ups with the Dept. of Assamese, Gauhati University and Indian Statistical Institute, Kolkata. Assamese OCR Technology Transfer from Indian Statistical Institute, Kolkata has been negotiated with the objective of investigating into refinement of the OCR technology to suit Assamese and Manipuri
To develop a wide range of technologies and products that would facilitate computer processing of the Assamese and Manipuri languages.
Some of the products developed are Dictionaries, Assamese fonts, Assamese language support for MS-Word, Assamese Morphological Analyzer ,Online Search engine for the dictionary . Spell Checkers for both Assamese and Manipuri, and a Chat Server having simple English to Assamese translation facility, and vice versa are under development. The spellchecker and morphological analyzer will be used in conjunction with the web-based dictionary to provide additional support for the MS-Word Assamese enabled editor.
To create awareness and organize training programmes for agencies and personnel concerned with the deployment of Indian language processing systems.
In this context, a training program on Web Page Design & Office Automation using Assamese was held from 15th to –16th March, 2002 . It’s major objective was to orient and encourage participants to use Assamese for E-governance.
To facilitate language technology research in Machine Aided Translation, Optical Character Recognition, Text-to-Speech, and Speech Recognition for Assamese and Manipuri.
Research has been conducted in the field of Speech Recognition for Assamese, and simple Voice Commands for drawing geometrical figures have been developed. These commands can be used for Drawing, Resizing, and Colouring of shapes. Microsoft Speech API technology has been used , and XML has been used for representing the (command) grammar. Investigations into using Assamese for simple editor commands are currently being made. Assamese Speech Codebooks for commonly used words are being developed. These will be used for speech modelling and recognition.
To organize IT localization clinics for small businesses to provide consultancy on use of Indian language tools in developing IT solutions and to take up development of requisite niche technologies.

You all must know the progress made by these FOURTEEN RCILTS Centers. You all know that each one of the Centeres got funded to the tune of 1 to 2 Crores. Some might be even more.
Conceived in the millennium year, The Resource Centre for Indian Language Technology Solutions, Indian Institute of Technology Guwahati, is one of fourteen such Centres, spread all over the country, set up to provide information in various Indian Languages in Electronic form and make them available in native languages aiding the dissemination of information to the larger masses.
Funded by The Ministry of Communications & Information Technology, Government of India, this Centre concentrates on hosting information in Assamese and Manipuri, the official languages of the North-East Indian states of Assam and Manipur.

We would like to find out what are the positive things that are developed by these FOURTEEN centers in different languages that are being used by people of INDIA.
Did these centeres solve the problems of Localisation of Languages in INDIA ? What was the General Direction given to these centeres when money was FUNDED to these centeres ?
Does the DIT has any signed documents o these FOURTEEN Centeres ? If YES, Can we have a copy of that please.
